Substitute Teachers

A classmate of mine wrote a thought provoking post on chronic absenteeism in public schools. Reading this, a few questions popped up. What is it about public schools that makes teachers take so much time off? And why are days with substitute teachers known for being a waste of time? At my American high school, I commonly had days with substitute teachers filled with busy-work. When I went to school in France, we didn’t even have substitute teachers, we spent the class time in a silent, watched room with all the other students who found themselves without teachers.
